EU opens EUR 1.1bn infrastructure call covering rail projects

The European Commission has opened a EUR 1.1bn transport infrastructure funding call, with railway projects on the core trans-European transport network among the eligible categories. Applications are open until 6 October 2026.

The funding is available under the 2026 Connecting Europe Facility Transport call. It covers projects in EU Member States, as well as in Ukraine and Moldova, which are associated with the programme.

For the railway sector, the call is relevant to infrastructure managers, public authorities and project promoters preparing works on the core network. Eligible railway projects must contribute to the completion or modernisation of the European transport network under the revised TEN-T Regulation.

The call also covers inland waterways, charging infrastructure for road haulage and airports, electricity supply in maritime and inland ports, infrastructure at the EU’s external borders, road transport digitalisation and military mobility.

Applications may be submitted by one or more EU Member States, international organisations, and public or private bodies established in an EU Member State, Ukraine or Moldova.

The European Climate, Infrastructure and Environment Executive Agency, known as CINEA, is managing the call on behalf of the Commission. It will hold an online information session for applicants on 24 June 2026, covering the application process, award criteria and evaluation procedure.

Projects will be assessed by independent experts, the European Commission and CINEA. Applicants should receive evaluation results within six months of the submission deadline, while grant agreements for selected projects are due within nine months.

The Connecting Europe Facility is the EU’s main grant programme for transport infrastructure. Its 2021-2027 budget includes EUR 25.8bn for transport projects, with funding focused on European transport corridors and cross-border infrastructure.

Since 2014, the programme has supported more than 1,900 transport projects with EUR 47.2bn in EU funding.
