DAL Deutsche Anlagen-Leasing has arranged leasing financing for seven Siemens Desiro HC double-decker electric multiple units for DB Regio Bayern, to be deployed on the Isar–Noris–Altmühl (INA) regional network from the December 2028 timetable change.
The financing is provided under a terminable lease agreement with a calculation term of 24 years plus construction time. HypoVereinsbank is the financing partner. According to the parties, the structure complies with EU taxonomy requirements and is aligned with sustainable transport criteria.
The vehicles are specified with step-free access, wheelchair spaces and modern passenger information systems, and are designed for higher operating speeds compared with the existing fleet.
The rolling stock procurement forms part of a competitive tender organised by Bayerische Eisenbahngesellschaft (BEG). DB Regio Bayern secured the operating contract for the INA network, with services scheduled to start in December 2028.
As part of the financing framework, BEG has committed to redeployment of the vehicles as the competent authority. The structure also includes a capital service guarantee from the Free State of Bavaria, reducing residual value and financing risk over the lease term.
The INA project is one of several regional rail vehicle financings structured by DAL for DB Regio, using leasing models to spread capital expenditure and align fleet investments with long-term public service contracts.
