The contract will be awarded via a negotiated procedure with prior publication. Under the planned five-year framework agreement, the supplier will be selected to provide locomotives capable of operating both under overhead electric lines and using an alternative propulsion system—diesel, battery, or another source.
Locomotives must be fully homologated for operation in the Czech Republic and Slovakia, with an option for extension to Poland, Austria, and Germany. The vehicles are expected to reach speeds of at least 140 km/h, or up to 160 km/h depending on the traction system.
Primarily intended for passenger train services, the locomotives must also be able to haul freight and special-purpose rolling stock, such as measuring cars. The scope of supply includes initial spare parts, diagnostic software and hardware, and all necessary permits, certifications, and registrations valid at the time of handover.
The procurement also allows for the delivery of replaceable component assemblies and spare parts under the same framework. No reopening of competition is planned once the framework agreement is signed.
The evaluation will be based predominantly on price (85%), with additional criteria including warranty period (5%) and delivery timeline of the first four locomotives (10%).
České dráhy has set the application deadline for 6 October 2025. The agreement is expected to start on 2 February 2026.
