Under the leadership of Raül Blanco, the railway company is undergoing a transformative reorganization as part of its 2028 Strategic Plan.


The focus of this Renfe transformation is on improving competitiveness, efficiency, resource optimization, and ensuring the sustainability of the company's business ventures. This new organizational structure has been approved by Renfe's Board of Directors.

Key aspects of the new organizational model include:

  • Promotion of Public Services: Renfe aims to enhance its Cercanías, Rodalies, and Media Distancia services. By 2028, the company plans to add 406 new trains to its fleet, making it one of the most modern in Europe for public services. This is in anticipation of the future liberalization of these services, expected before 2033.
  • Leadership in High-Speed Market: Renfe is restructuring its high-speed services to maintain its market leadership, especially in the already liberalized market where it competes with French and Italian operators. The launch of the 106 and 107 series trains is part of this effort.
  • Restructuring of Renfe Mercancías: Renfe aims to establish Renfe Mercancías as a comprehensive logistics operator, improving its financial balance and ensuring future sustainability.
  • Transformation of Engineering and Maintenance: This division will transform to improve production processes, leveraging digitalization. The reception of new high-speed and public service trains will aid in restructuring Renfe's industrial area.
  • Expansion in International Markets: Renfe plans to increase its presence in global markets by taking advantage of liberalization processes in long-distance and public commuter services. New projects have been launched in Central Europe and America in 2023.
  • Promotion of Good Corporate Governance: Renfe is committed to implementing good governance structures across all areas and companies within the group.

The organizational changes include:

  • The current General Directorate of Development and Strategy will be restructured into a General Directorate of Innovation, Sustainability, and Digital Transformation.
  • Strategy and Studies functions will integrate into the Deputy General Directorate of Presidency, Strategy, and Institutional Relations.
  • The management of European funds will move to the General Economic-Financial Directorate.
  • The Engineering area will be integrated into Renfe Fabricación y Mantenimiento, which will become Renfe Ingeniería y Mantenimiento.
  • Renfe Internacional will be consolidated as a 100% Renfe Group Joint Stock Company.
  • The current General Directorate of Security, Organization, and Human Resources will transform into a General Directorate of Organization and Talent.
  • All elements related to Security will be integrated into the General Directorate of Business and Operations.

This reorganization, aimed at making Renfe a national and international benchmark in the railway sector, involves both clients and professionals in implementing the new model. The transition to this new management model will be orderly and gradual, ensuring good governance and a smooth transition.
