The funding was allocated to improve infrastructure and rolling stock across several major lines: Paris-Rouen-Le Havre, Paris-Caen-Cherbourg/Trouville-Deauville, Paris-Evreux-Serquigny, Paris-Granville, and Caen-Le Mans-Tours, all transferred to regional control in 2020.
A key aspect of the investment was the procurement of 27 OMNEO 2 trains, recently completed by Alstom. These units now operate between Paris, Evreux, Serquigny, Vernon, and Rouen, supplementing the existing fleet of 40 OMNEO 1 trains purchased in 2020. The region spent around EUR 1.4 billion specifically on new rolling stock, with additional EUR 180 million earmarked for refurbishment and modernisation of 53 existing regional trains acquired between 2004 and 2010, extending their service life by up to 20 years.
Maintenance facilities also received substantial attention. A new EUR 70 million depot at Le Havre entered operation in July 2024, handling primarily OMNEO 1 train maintenance. Normandie now operates four fully functional maintenance centres located in Sotteville-lès-Rouen, Caen, Granville, and Le Havre. Additionally, EUR 10.3 million was invested in upgrading stabling facilities for Regio2N trains in Evreux and Serquigny.
Furthermore, Normandie has committed EUR 120 million towards station upgrades, including improved accessibility and multimodal interchanges. Of this total, EUR 87.6 million addressed building renovations and platform accessibility, while EUR 10.7 million was dedicated specifically to modifying platforms for OMNEO 2 trains at Evreux, Bueil, and Bréval stations. Multimodal interchange hubs also received EUR 27.6 million, with an additional EUR 37 million planned for future station service enhancements.
Infrastructure improvements on tracks have received EUR 140 million since 2016, and additional funding of EUR 8 million is budgeted for 2025 to complement SNCF Réseau’s ongoing maintenance projects. Through the upcoming state-region contract set for signing in June, total infrastructure investment will reach EUR 250 million, supporting projects like freight development and studies for express regional services in Rouen and Caen.
Following these measures, punctuality on regional lines rose to 92% by the end of 2024, a three-percentage-point increase compared to 2019. Passenger satisfaction reached 95%, accompanied by a 20% increase in train patronage compared to 2019. To respond to rising demand, an additional 70 trains per day began operation from December 2024, comprising 59 extra trains on the Normandy-Paris axis and 11 within Normandy itself.
