Updated reasonable-profit levels for access charges at railway service facilities in Spain

Spain’s competition authority, the CNMC, has approved the figures it will use when reviewing the prices applied for access to railway service facilities across the country.

These locations—managed by Adif, Renfe and other operators—cover passenger stations, freight terminals and maintenance sites, forming part of the operational base for passenger and freight carriers.

Under current rules, charges may not exceed the cost of providing the service plus a reasonable profit. The CNMC outlined its approach in a Communication that defines which costs can be allocated to these activities and introduces a methodology anchored in the weighted average cost of capital. The framework aligns with practices used in other regulated areas while adapting parameters to the conditions of the railway sector.

Following a public consultation with no submissions received, the CNMC set the reasonable-profit references at:

  • 7.33% for Renfe Operadora
  • 7.73% for Adif and Adif Alta Velocidad
  • 8.17% for other operators of service facilities

The authority states that these values represent an increase of around half a percentage point compared with the previous update.
