Romania’s Railway Reform Authority (ARF) has received two additional PESA 655-5 regional electric multiple units from Poland.
The newly shipped units add to three PESA 655-5 trainsets that arrived in Romania in 2025 and have since been undergoing testing and certification. On 15 January 2026, the Romanian Railway Safety Authority (ASFR) issued the official type approval for the PESA 655-5 trains, allowing the trains to proceed towards commissioning.
The 62-train contract is being managed by the ARF and represents the largest rolling stock procurement programme in Romania in more than 20 years. Once accepted, the EMUs will be allocated to passenger operators under the national methodology for distributing newly acquired rolling stock.
The total project value amounts to EUR 561.3m (RON 2.78bn). Of this, EUR 470.2m is financed through non-reimbursable funding from the EU Modernisation Fund, with the remaining EUR 91.0m provided from the Romanian state budget, largely covering VAT.
The PESA 655-5 trainsets are intended for use on regional and suburban services, with the ARD indicating that their entry into service is expected to support improvements in service quality and capacity across Romania’s regional rail network.
