Ukrainian Railways set conditions for foreign freight wagons to operate in Ukraine again

The company has also approved a standard contract template for the operation of these wagons within Ukraine.

Ukrainian Railways (Ukrzaliznytsia, UZ) has introduced a procedure for determining the technical compatibility of foreign freight wagons with the Ukrainian railway infrastructure.

Agreements with neighbouring countries  

Technical coordination was carried out with the railway administrations of neighbouring countries. Several organisational aspects were also resolved as part of this process. As a result, a procedure for verifying the technical compatibility of foreign wagons has been established, together with a standardised contract framework governing their operation on Ukrainian territory.

The new procedure cancels the restrictions that were previously in place for the movement of foreign freight wagons under convention agreements.

Deadline for contracts  

Wagon owners have 30 days from the date of contract publication to conclude agreements with UZ. They must also submit the necessary technical information to verify the interoperability of their wagons for use within Ukraine's domestic rail network.

Background  

Since 1 March 2025, the operation of foreign freight wagons in Ukraine had been restricted. This restriction followed the termination of the Agreement on the Joint Use of Freight Wagons within the territory of the former CIS and related regulatory documents. The termination of this agreement prevented the continued use of wagons registered in other countries on Ukraine’s railway infrastructure.
