Railinc has promoted Joan Smemoe to President, marking the start of a leadership transition at one of North America’s key rail data and IT providers.
The appointment took effect on 1 April, with current President and CEO Allen West remaining in the chief executive role until his retirement in July. During the transition period, the two will work together to ensure continuity across the organisation.
Smemoe has been with Railinc for 20 years and most recently served as Chief Information Officer. In her new role, she will take responsibility for the company’s day-to-day operations and execution, before assuming full leadership after West’s departure.
From a rail market perspective, the move is relevant because Railinc plays a central role in the digital backbone of the North American freight rail system, providing data, IT and information services used across the sector.
During her time at the company, Smemoe has been involved in several major technology initiatives, including the AskRail mobile application, the Gateway Operations Services programme and the migration of Railinc’s mainframe infrastructure to the cloud.
The transition also reflects the growing importance of digital systems, interoperability and secure rail data management as core elements of freight rail operations.
Allen West has led Railinc since 2006, and the company says the leadership handover is intended to maintain momentum while preparing for the next phase of development.
For the wider sector, the appointment underlines how rail technology providers are increasingly being led by executives with deep experience in IT, systems reliability and operational digitalisation, rather than purely traditional rail management backgrounds.
