The money will be used to adapt the Trans-European Transport network for dual civil and military use.

The European Climate, Infrastructure and Environment Executive Agency (CINEA) has launched a call for proposals under the Connecting Europe Facility (CEF) for Transport, making available €790 million to support key transport infrastructure improvements to facilitate the mobility of military assets on the Trans-European Transport Network.

The aim of this call is to co-finance projects addressing both civil and defence needs in order to adapt sections of the TEN-T network to the technical requirements in terms of dimensions and capacity for both civil and defence dual use. The goal is to facilitate the movement of armed forces in Europe in order to respond better, faster and on a sufficient scale to crises at the EU's external borders and beyond.

The call for proposals under the Military Mobility envelope supports projects for studies, works or mixed projects (comprising both studies and works) for all modes of transport. Projects must be located on the TEN-T and the EU military transport network.

The proposal can be submitted by two types of applicants. Firstly, one or more Member States. And, with the agreement of the Member State(s) concerned, international organisations or public or private bodies established in an EU Member State.

The deadline for submitting proposals is 21 September 2023.
